MK1 Citi Golf Hazard's Turn On By Itself Won't Turn Off

Hi

I have a MK1 Citi Golf and the hazard's won't turn off. When I put in my key and turn on the dashboard lights it just starts on it's own and only turns off 10 seconds after I pull out my key. I have tried pressing the hazards button multiple times so it's not stuck in fact when I press the hazard button I can hear two different tik tok hazards sounds. I have checked all the fuses and they are still good.

I also have pulled out the relay switch + the Shurlock/Bordnetz box (the black box under the steeling wheel). I also opened the Shurlock box and inspected it for water damage and it still looks brand new. So with all that disconnected the hazards still turn on automatically when I put in the key.

So I am confused as to where the problem could be
