Clutch lever too heavy to move by hand

So my clutch cable on my four speed gearbox is frayed. I'm going to replace it, but I'm trying to remove the old one, I found I cannot move the clutch lever on the gearbox by hand at all. It feels incredibly heavy.
The clutch itself moves fine when the pedal is pressed, however.
What could cause this? Is my gearbox knackered?

Have you tried adjusting it to make it slack 1st? Its designed to be moved by your leg muslces via cranks and levers so will be hard to move by hand.
