1.3 cc Carb Adjustment

Hi everyone, my 83 Mk1 golf doesnt run like before, firstly i should say, there is no any vw service where i living, so that mean unfortunatelly should fix by myself. I searched that how can i setting 31 Pict carb but results totally showed  me aircooled engine 31 pict carb adjustes.
My engine's idle a bit high and like someone pulling it back when i push the accerelation pedal… Any suggest for this weird problem? Thanks in advance.
