Rough idle vacuum switch?

Hi
my 83 gti 1.8 idles very unevenly. Before I try to adjust the injection I have checked for vacuum leaks as the car has been static for some time. I noticed that there is no vacuum switch  and that the  vacuum take off on the servo no return valve has been blocked. What symptoms would not having this switch cause? Is it required?
