Glow plug light and wipers stuck on!

My 1.6 diesel caddy has suddenly aquired faults with the yello glow plug light bein constantly - its dim not fully on and the wipers not switching off once they are switched on.
Any ideas where to look for the fault? If its the relays where are they please?  :dontknow:
I seem to have a leak of water in the passenger footwell is it possible that water has leaked in thru the screen and soaked the relays??  :dontknow:
