Golf 1 High Idle issue

Hey guys, I have a Golf 1 Citirox 1.4i 2008 mp9 engine 

issue I'm having is that it has a high idle, sits on the 1st line above 1000rpm (Very irritating) . car starts up fine and drives fine, 

Normally in the morning a cold start will let the idle be above 1000rpm, but should drop as the engine warms (mine doesnt dropp anymore once engine is hot)

We checked throttle body and even swapped it for a new one, but the issue is still there. 

Any suggestions?
