Trying to find out what's right & what's not here…. my daughter's just turned 7 & is about 125cm tall & usually sits in the front of my cabby in a full child seat, booster & back.. in the back is only the lap belts… may go and see the bizzies & get clarification on it…

Over here in my state, the child is to be in a Car seat or booster seat, and a lap belt will suffice to hold the car seat in place, where as an infant has to be in the carseat facing back wards.  

I have the 92, and 93 cabby that has the rear 3 point belts, so it isn't that much of an issue.

I can remember a time when my Father installed seat belts in the cars after he drove them home from the dealership new.

Kiddie Seats where a vinyl and hardboard affair with a thin vinyl strap that could totally fold up and lay flat.
It was hooked over the front or rear bench seat.
and usually had a steering wheel with a BEEP BEEP horn on the middle.

Rightio.. spoken to the law  trying to clarify the ruling on 'waste' or 'lap' belts... basically said to me that there is no specific law about waste/lap belts. More of a common sense approach i was told. Basically a child has age 3-11 or over 135cm for them not to have a booster/child seat, whichever comes first - whether it would be height or age. The officer said that as long as the child has a child seat with a back to it it would be fine, on long journeys/motorway/highway usage then put the child in the front with the over shoulder belt as it's the safer option. did express a minor concern about just having the waste/lap belt should the worse happen they may sustain a head injury on the seat in front but again said about using common sense... so there we have it.

In the Rear Seat

The child MUST use the correct restraint, where seat belts are fitted.

There are four exceptions where a child may travel in a seat belt rather than a child seat, if a child seat is not available. These are if the child is travelling:

In the rear seats of a licensed taxi or private hire vehicleA short distance and the journey is necessary and unexpectedTwo occupied child restraints in the rear prevent a third one being fittedThe vehicle is not fitted with seat belts (only applies to vehicles that were originally manufactured without seat belts).In addition, children aged 3 years or over may travel unrestrained in the rear seat of a car that does not have seat belts fitted, provided it was originally manufactured without seat belts.

However, children under 3 years must be in a child car seat. Therefore, they cannot travel in a vehicle that does not have seat belts.

It is the driver's legal responsibility to ensure that the child is correctly restrained.
