HELP! Wobble bolts and spigot rings? HELP!!

Hi everyone just bought some alleycatz, 13x7 and was told I need wobble bolts and spigot rings anyone help me out? 

New wheels must not fit VW MK1 Golfs but are quite close (ie they are round and look like wheels) so you can use spigot rings to make the central hole in the wheel fit the VW hub and bolts that don't quite line up to try and retain the wheel to car.

All sounds like a bodgy and dodgy method of trying to get wheels to fit that were not designed to fit.

70+mpg down the motorway and driving down twisty country lanes with a lash-up holding the wheels on?  

It's not like there aren't hundreds of designs of wheels cheaply available that are made to fit the VW PCD 4×100 with a central bore of 57.1mm so why buy wheels that don't fit?
