USDM 83 Rabbit GTI Idle Control Valve issues

Hi all,I'm not sure how much of this applies to the golf seeing as how the rabbit has a ton of differences but I figured I'd try here anyway. My 83 Rabbit GTI has just undergone a full engine rebuild after the plastic oil pump baffle came loose and got chewed up in the crank.. thus jamming up the oil pump.. thus locking up the cam and roasting bearings.. etc.The first time I hooked the fully charged battery back up to try and start the car the wires to the idle air control valve lit up in smoke. I unhooked the battery and investigated. The wires burned back to the junction of the harness at the passenger side. I replaced the red and brown wires and found that the red wire is carrying a constant 12V. When plugged in the IACV will click when you hook up the battery. From my reading and googling I understand that the IACV is supposed to only receive 5V pulses from, I believe, the hot-start pulse relay. I had the thought last night that perhaps that relay was bad. I went searching for it this morning but it's not where the book says it ought to be:



It's listed there at the #5 relay position for 83-84.. well I don't have a #5 relay position. I looked all around the area of the fuse box and there is no relay or place to put it.I've started the motor and it runs beautifully after it gets going but I have to put my foot into the gas to match the wide open air from that valve just to get it going. Then it idles at about 2000-2500rpm. If I unplug the valve I can get the revs back down to 1000 but only after adjusting the idle screw way up… otherwise it bogs down.

FYI. Someone before me removed the factory installed A/C and I believe that the car used to have  a dual IACV unit like this but now just the white one remains and is causing the issues:

Has anyone else ever run into these kinds of problems?
