Is the "Thanks" icon at the bottom of each topic box the same as the "Like" icon (Thumbs up) at the top of the topic box?

The one at the top publicly thanks someone with 5 points for help/advice/agreement etc and gives the post some stars as acknowledgement for being helpful. The one at the bottom you can give as many points as you like either with or without giving your name, it takes you to the persons profile to complete it.
