You may find the 5th gear is a simular size to the 4th gear in your car already so the revs won't be any lower at 60 mph?
There is some 5 speed boxes with bigger 5th gears and an 4 +E gear box which has a very tall 5th gear but it's for motorways really and any hill you will need to drop back down to 4th.
info here on ratios etc, find the code of your gearbox and you can compare it to the 5 speed box.

You will need to find out the size of your drive shaft flanges as they can be different on 5 speed boxes, later boxes usally use 100mm and early boxes 90mm, you can swop them over but not sure if 4speed gearboxes flanges fit the 5 speed boxes?
I fitted a 5 speed box to my 1978 Mk1 scirocco as that had a 4 speed box but that already had 90mm flanges and I got hold of the all the linkage at a scrap yard but it was 20 years ago and mk1 golfs could easily be found in many scrap yards.
And yes Mk2 golfs use the same 020 gearbox but the mount is different so you will need to find a mk1 golf gearbox mount.
