mk1 golf cold stating

My 1800 gti mk1 conv,when I attempt to start car from cold it starts after 6 or 7 attempts.
the car drives perfectly,no problems at all.afte starting from cold it starts 2nd atempt.
i am told by my vw garage its the warm up regulator.
is this the likely cause,as its dificult locating a warm up regulator.

might be 5th injector, or leaky injectors, check over the kjet basics in here ignore the 16v parts:
