K-jet fuel pressures too high

The system pressure is reading 9 bar, autodata says it should be 4.7 - 5.4 bar and I've tried removing the shims from the spring to lower the pressure but nothing's changed, I still need to set the hot and cold WUR pressures as I have the Audi WUR mod also. I've check the routing of the pressure gauge and I'm pretty sure that''s right.
Should I have the WUR wiring plugged in and the vac line on it or not?
Should also mention that everything is either new or refurbished and that the car struggles to accelerate as if its missing but suspecting this to be a fuelling issue.
Does anyone have any ideas what I should do as I really want to make the AGM this year!

Turned out to be a blockage on the return line, I had sealed the fuel tank with Por15 fuel tank sealer and the end of the return pipe in the tank was slightly blocked, managed to clear it with some thin wire. The gauge now reads 5.2 bar of system pressure.
