Glow plugs seem fine and getting god voltage.
New battery 640A
i have loosed the injectors and no fuel squirting on crank. working back through the fuel line i loosed the filter inlet and injection pump inlet there is no fuel coming.
Is there a lift pump in the tank? My workshop manual says the tank is gravity fed however the filter in the engine bay is higher than the tank.... ?

Bad shutoff solenoid or one that don't pick.
Air in the IP lines IP body.
Bad Glowplugs
Starter that isn't spinning fast enough.
Compression.
Over the run of the diesels there were 2 styles of glowplugs used.
Waitforever, and 7 second. The 7 second were used after about 82.5 over here.
If you have Fuel leaking out of cracked injectors then you are left with checking the Glow Plugs.
If you have an in-line or clamp on Ammeter, then check the amperage. 0 amps bad plugs.
If you don't have that then
1. Verify that the fuse ont he firewall is good, (you stated that you had god voltage…. well to me god voltage is lightning.) 12V is what you should see to earth.
Take out the number 4 or number 3 glow plug.
Short it across the battery (hold with pliers) negative to the nut, positive on the end, if it don't get hotter than a firecracker in 7-15 seconds it is bad.
Glow plugs go bad one at a time, and usually until the last one goes you can start your car a little lumpier than on 4 good ones, but it will still start. When the last one goes, you don't.
I usually suggest that you keep one or 2 spares in the glove box along with the 2 wrenches or sockets it takes to remove them.
Once I changed from the Wait forever to the 7 second kind, I had to change my plugs about every year and a half…. The Wait forever where in my ride for 130,000 miles and still working when I decided to upgrade.
From Factory there is no lift pump in the Diesel. It is as the book says a bottom feeder, some folks have placed a in-line assist pump on it to prevent a IP rebuild….but that is an add-on.
Don't you wish that the Glow Plug light told you there was actually current flowing in the plug, instead of telling you OK now you can start.
