It is not a heavy load earth wire
So find out what it is connected to. If it is connected to a component, check its function. If the component does not work connect the loose lead to the battery.
If the lead is already connected to the battery, then a component hasn't got its earth.
You have not said what model your Golf is. I have just gone out to my 1.5GL. Mine has headlight washers on the bumpers. There is a similar lead directly connected from the wash pump motor to the battery earth. Just a guess.

My car is a GTI 1.8 DX from 82.
Yes, I know that it's an earth wire.
I can't see to which component is associate….but maybe the new pics can help.
In yellow you can see where the brown wire is coming from. Basically is coming from the dashboard with others wires.
In red you can see this component. I don't have any idea what name has this component. If I connect the voltmeter is doing 11v-13v.
I don't know if the brown wire is associate to this or not.

I don't think it is associated to the actual temperature sensor you show in red, however your engine does need an earth say for any instrument associated with the engine.
However the lead is not that big / thick for a heavy earth.
I have a much more substantial earth from the battery to the gearbox and the engine attached to the corner of the cylinder head on the rocker cover, see the picture I have just taken.
