Heater motor seized

Hi guys my heater motor keeps blowing fuses and is seized up. Do I get it out from under the bonnet or is it the whole heater box out which I don’t fancy doing. Looks like under the scuttle panel there might be access to it. 

VW's heating/aircon workshop manual is very sparse, but the diagram suggests the motor is accessible from above, secured with "fillister head tapping screw with washer"
