Headlights work as spots and spots as Headlights!?

Firstly,

Unless I turn the rear fog lights switch on, I get no headlights at all.

When I turn on the rear fogs.. I get light out the spotlights acting as Headlights.  When I "flash" or put full be on.. my headlights come on! The wiring inside the engine bay matches up with the fittings as there is a 3 pin plug for headlights and 2pin for spots..  where can this change be happening?? 

Check your fuses.

Did you relay your headlights?
Check the voltages at the bulbs with each pull of the switch.

I would suspect the headlight switch, bad grounds, or fuses.
