Earthing problems?

The dark arts that is car electrics strike again…
When I press the brake pedal, the brake lights come on but the passenger side side-light also glows very dimly, just the one. Connections at both ends of the car seem ok, there are no obvious problems but I cleaned a number of earth connections behind the rear lights and to the side light just in case. It has been doing it for a while but this is the first time I've had chance to have a look.
Any ideas where to start looking?

Run a new ground wire from the Bumper Bolts to the light panel.
Use ring connectors and steel wool the bolts or wire brush them.
