Urghh

Hi,
I need some help in tracing why my dashboard lights are not functioning. I believe they are powered from fuse 3 which was found to be blown with an incorrect 20A fuse. Replaced with the correct 15A and cigarette light working.
Correct me if I am wrong but I think power arrives at the variable resistor (dimmer switch) on the headlight switch on pin 58. I have measured short circuit ground here which I think is wrong. I traced the wire all the way back to the fusebox and found no shorts. The grey/green cable goes to A24 on the fuse box measuring here also shows short to ground, which I think is also wrong. Please could someone confirm this?
It would be great if someone could pop out their light switch and measure pin 58 on the back for me…. or even better A24 but that's a  bit more tricky
