Replacing wings - lower sill bolt issue

I successfully replaced my front wings with no major issues, however when putting my new ones on the bolt to affix the wing to the sill was just spinning into thin air. My question is how does this affix/screw in? Is there some sort of plate/something it should fix into but is missing?
The wing is currently secured everywhere but here, on both sides!

I did not bother with the bottom fixing on my Mk1 Scirocco as the hole in the pattern wings did not line up with the hole in the car so just left it off.
