Front seat belt fitting help

Hi,

Does anyone know how these parts fit? I can see how they fit to the door card I'm just not sure about the bits arrowed

Your top arrow goes over the nut

This is what I thought but I must have the wrong nut as the head of the nut is too big for the cover to fit over it
