Advice on repairing hole in Clipper bumper

When I bought my Cabriolet there was a large-ish hole measuring about 8cm across on the rear bumper plastic casing, exposing the black foam underneath.
I've since found a 2nd hand replacement bumper but it is expensive thanks to it being on the other side of the country (I live in Australia, so full price including postage is $350AUD/190GBP) and the paint is very damaged with bubbling - it will require a full re-spray.
So before I commit a lot of money to buying this I just wanted to get other people's opinion:
Is the original bumper with the hole in the plastic casing repairable (has anyone had experience with this)? Or should I commit the money to buying the replacement bumper?
Any advice is appreciated. Many thanks!
PS: here's the condition of the 2nd hand bumper:
