I just matched up the connection pipes through to the heater matrix top to top, etc. Was this wrong? Should I have swapped them around?

Seems to be fully closed. If the bonnet is not sealing against the scuttle seal, would that cause this?

i doubt it no, feel the hose after your valve it should stay cold when the valve is closed. if it still gets hot then valve needs replacing

As per rubjohnny, common fault. If only I could get my fan working on speed 1, I'd be a happy chap.
