best way for cooling a 1.8t mk1 golf

i currently have a 1.8t in my mk1 golf and i have a mk1 gti rad and a slim cooling fan for some reason driving in traffic it gets alot hotter than it should be , it is fine whilst driving , is there anythink else i can do , bigger rad ?

yeah, bigger rad or two smaller fans?
