Cambelt not turning or accessory belt not turning? If you've been turning the engine over without the cam turning it's highly likely you've bent valves against pistons although some engines have little or no overlap. How are you seeing the crank cambelt pulley with the engine rotating?
If it's accessory belt you mean (drives water pump etc) could be the crank pulley is a two piece one with a rubber vibration piece in the middle and this has perished and sheared? They are almost impossible to get hold of and most people replace them with a solid one.
