K-jet not working

car wont fire because of k-jetronic
The cab is continuing to fight back at every stage…
My k-jet system doesnt work, well it does kinda, if i lift the plate manually, either by pushing it up from underneath by hand or lifting it from the top with a magnetic pick up the car fires and runs everytime ! it needs to be lifted by about 5mm. It wont* fire up on its own, its as if there is not enough (or any) vaccum pressure coming from the inlet / throttle body to raise the plate.
* it will occasionally fire on the very first try after being left for some time, it certainly wont tick over on its own, but i put that down to timing / mixture both of which i cant set up unless its running cf_emoticons__BangHead:I have access to a great book on the k-jet system including servicing and setting them up, but without a vaccum its doing nothing, The engine is obviously turning over so that must create a vacuum of sorts, but the question is where is it going ? i'm really stumped on this, i've looked at Rubjohnny's vacuum diagram and as far as i can see everything is present and correct.
My question is… what other components affect the vacuum coming through or via the throttle body that would be used to lift the plate in the first instance ?

Found a place online that refurbs k-jets… www.kmifuelinjection.co.uk the chap i spoke to was really helpful and gave me something to try before getting a refurb (£160 with a 5-8 day turn around).
- Bridge the fuel pump relay so its on all the time.
- remove one injector line from the metering head
- turn the CO screw - 3mm allen bolt in the airflow sensor clockwise (its very sensitive) to lean out the mixture until the fuel starts to rise up the injector line threads
- back the screw off 1/2 a turn

checked all the vacuum lines for leaks
didnt know about the relay below the fuel pump one ? which pins ?
