No its not, there's 2 distinct models. The GLi has the same engine as the hatchback GTI of the time. I think most/all GLis were 1600s, when they switched to the GTi name for cabbys it was around the same time as the change to 1800 engine.
I believe, GTis had a more sporty interior than a GLi.

i have a mk1 cab 82 and on the log book it says gli but some people are telling me it is a gti dropped in how can i tell the difference!! help
When first introduced the cab cames as a GL (1.5 carb) and GLI (1.6 injection) which was the cab GTI equivilant - obviously there were interior differences, but this is not waht your asking? When the 1.8 GTI engine was introduced by VW in Aug 1982 the 1.6 GLI model was replaced by the 1.8 GTI model. Might be your car has simply had its 1.6 GTI engine replaced with a 1.8 GTI engine. Easiest way to tell is where the rad top hose joins the cylinder block - between spark plugs 1 & 2 = 1.6, 3 & 4 = 1.8.
