Hi

As per the title wipers remain on with ignition i have read thread after thread and now i have confused myself. I would like to do the basic fault finding first before replacing items. I believe the first thing to do is check the fuse and relay i have checked the fuse which is fine and when removed the wipers stop but were is the relay? Found the relay there was indeed water in the relay used an hair dryer on the relay and fuse box assembly all back to normal. So i suppose the real question is why or how does water get into the relay and is there anything i can do to stop it? Thanks muchly

Have you checked the drainage channels in the scuttle tray? If they're blocked they can let water in via the heater. 

Another issue could be rot around the window above the fusebox.

Yes, a high proportion of "leaks" are due to blocked drainage channels, so remove the plenum chamber "rain tray" and check the plenum chamber is clear of all leaves and muck, and that the drain outlets that direct the water into the wheel arches at both sides are clear

Rain can and will get in the cabin by the following routes that I have seen.

Plugged Rain Drians on the left and right side of the rain tray infront of the Strut Towers.

If you have a washer hose running up the thing remove it and re-route it.

Carefully remove the divertor.
Clean the Crud out.  then replace the gutter.
Make a Vent debris guard.
Or source a oem one from a scirroco

Any and all feed troughs on the firewall in the rain tray including the Speedo cable and such including the heater cable.
Any screw hole that is missing a screw.
The Windscreen Gasket has rust growing in the lip especially around the corners.

If your Antenna doesn't have a drip stop loop.

Just a few off the top of my head.

Just because you cleaned the water out of the relay doesn't mean it is good.  It has an integrated circuit, that could have carbon tracks between the legs or has shorted the IC out.

Here is the inside of the standard 88-93 Fuse box.  See the corrosion that is on f1 and f2.
