Seems to be a fuel problem but idk, it starts and runs kind of badly

You need to treat the existing tank full with fuel bacteria killer as once the ethonol content of the diesel warms up in the tank the bacteria florish.Leave it to do its stuff overnight.
Then, you need to empty tank or at least insert a suction device to remove all you possibly can-even though you have done similar already.
put half tank of clean new diesel (mixed with more fungicide) back into tank ,then change filter again, then manually (if possible) pump all this clean treated fuel through pipes and injector lines (removed) re assemble all and try to start., change filter multiple times until all settles down..Hope that helps.

Try to Bottle feed the Pump with a 75 mix of ATF to Diesel. That will usually Purge and loosed Grime, Alge and gunk in the pump and Injectors.
The cheaper the ATF the better. Cycle it in for a few turns, then let it sit for a while, like an hour then run it.
Also if you changed your filter you could of dirtied the new one with gunk in the lines. and did you bleed the Filter and fill it with fresh diesel before installing it quickens the Bleed.
Now I just had the 81 1.5D for 20 years, and I only had one issue with Gunked up IP. I cleaned it really really good, Polished the vanes and Slides in the pump. The other issue that I had at the same time is that when I was purging the injector lines of air, I still woudl get intermittent fuel out of the lines. when i realized that it was the Fuel Stand off at the rear Iron Manifold I removed them and Shot them full of carb cleaner, then Brake Cleaner, reinstalled them and reconnected the lines. I then loosened them one at a time from the Manifold along with the corresponding injector line and fule started to spurt out of the injector and lines, after I got all 4 purged, The Engine fired up and well 10 years later I was selling the beastie with over 330K miles on the thing. It was still one the OEM axles, and a Second Clutch. All this in the pre-internet youtubbe video portion of the age.
