My fuel filter is clean, I've replaced pretty much all electrical parts.. ht leads, coil pack, rotor arm, dizzy cap. I've replaced the air filter, checked all of my spark plugs.

Remove the pipe going to the fuel filter at the "in" end of the filter and blow down the fuel lines, you should be able to do this with your mouth and hear bubbles in the fuel tank.
I would then be looking at restricting your fuel return from the carb as the webber on some cars needs the fuel line restricted, I hear a welding tip fitted in the fuel line works well, you can remove and cap off the fuel return to check if any better short term but the carb really needs a return to stop flooding the carb.
There is a few threads on here about restricting the return line.

Surely it won't be the fuel return thing though as the car has ran fine for months (I bought it with the Weber carb on) and the problem came on relatively suddenly over a couple of weeks, getting progressively worse?
Cheers for the pointers!
Also gonna check things like the mass airflow sensor on the airbox???

there is no mass airflow sensor on a carb

Carb icing up?
Do you have an hot air feed from the exhaust manifold to the air box?
Are you still using the original air box?

Just spoke to webcon and they seem to think there may be a blockage somewhere in the idle circuit/jet.. which is possible as the car will work when there is lots of choke but not when there is little/no choke.
The receipt for the fitment or purchase of the Weber carb isn't present in the history so it may well be it's been on there for years so it may be due a good strip down, clean and service.
Cheers for the help and suggestions! Gonna give them a go before I take the carb off ready for a service to see if any work.

i have the exact problem i have the webber carb new fuel pump new fuel lines new filter second hand tank fitted some 3 years ago .the other weekend i checked the fuel sender in the tank.this car is a 1984 gl 1.6 cabby when i took the sender out i noticed no filter on the end of the tube and little bits in the tank so i have bitten the bullet and ordered a new fuel tank filter coil dizzy cap rotor arm and leads. the problem has been apparent for years as my dad had the car before my self no expense spared.webber carb and stainless steel filler neck fitted. On tick over the car is fine when my dad drove the car and he had a problem with it the AA came out and claimed fuel starvation he used to take the fuel pipe off and blow down it would clear for a time then happen again. So could the problem just simply be something in the tank that you can not see at first glance and when the pump is drawing fuel it drags it into the pipe just a thought no expert but just thought i would share my thoughts.

update on my cabby .
new filler neck fitted a few years ago(stainless steel) since my last post i have had a new fuel tank fitted fuel filter the fuel lines were done a few years ago.I have had a full engine and gearbox re-build new rubber flange on the carb. The problem was still there so the garage that i had do all the work were a main webber supplier/fitter so they striped the carb as they found at speeds of 60mph and above it was fine . They did a full strip clean and re-build and it seems fine . So to that end i would recommend you get the carb checked for dirt etc also i have rubber fuel lines which is making the fuel filter go black they recommended i change them to the copper/metal ones is this advisable?
