Wiper stalk smoking

My wipers constantly move when the ignition is on, they don't move half way between each click. I've double checked the earth from the steering rack.
Fitted a new wiper stalk thinking that was the problem but still the same and there was smoke from behind the dash today too.
Could anyone shed any light please?

1982 1.6 GTi with ceramic fusebox
