power steering oil reservoir seems to spit oil

Hi, A friend of mine has a 1982 convertible DX MK1.
It's coming over to my place for a few minor repairs.

But one thing I don't have experience with is the power steering.

The oil reservoir is full of oil, from top to bottom. What makes me thinking the only way that can occur is though the little breather  hole in the center of the cap.
He says he has to refill it regularly.

So one assumption I have is that there is maybe a leak on another place of the power steering causing the oil level to drop, and when he refill's he put's to much oil in so it start spitting.

But maybe there's other reasons that you guys know of that could couse this behaviour?

I haven"t had the chance to check under the care for leaks, and I will sure ask him that when he refills if he respects the max line on the reservoir.

Over filling can cause the same action you described, it should be slightly below the full line.

The racks leak if the seals are shot. It is way cheaper to replace or rebuild the rack than to use a pounds worth of fluid every couple of days.

the rack is easier to remove if the inner Tie-rods are removed.  Never done a RHD, but have done it on a LHD and it wasn't fun.  

I have a how-to on replacing the PS pump, I have good pictures of removing the cap off the PUMP res with it
at the usually full place.

The res, cycles fluid so if it is over full when you start the car, the fluid level can froth a bit and rise which causes it to "spit" out.

Remove all the fluid and fill with new oil, bleed the system to the correct level, watch the level over a few days while driving to see what happens, check for leaks.

Bleeding the system is easy, Engine running, Spin the steering wheel 3-4  times from lock to lock.
