mk1 golf gti 1800

I'm fitting all the pieces I took off my Golf back. I seem to have this bracket over. It doesn't seem to have a partner, anyone know where it lives please?

??? Is it part of the bracket for the horn maybe?
Goes on with the nearside front bumper bracket fixing….

I already have the horns mounted, it's a pretty meaty lump of metal
