Identifying mystery plug and (cut) green wire near steering column on Mk1 Golf Rabbit

Hi,

I am helping my brother with his restoration of a 1982 Mk1 Golf Rabbit (Cabriolet) in the US.  There is a (cut) green wire between the fuse box and the steering column.  There is also a black relay right next to it.  I've gone through a wiring diagram but I cannot identify this.  Does anyone by chance know, or could they point us in the right direction?

(The horn doesn't work at the moment, so we wondered whether that might be it – or another challenge).

The horn gets it's ground from a Wire that is attached to the RH steering rack mount, and then it goes to the Steering gearbox.  The center shaft and Wheel nut ties it to the horn buttons via the Slip ring.

VW never used a Green wire for ground.  I would look n the other side of the grommet at the firewall and see where it goes to.

I think some of your steering issues are possibly because your lower bearing is out of place nd roller bearings and that can effect your horn as the steering shaft is free to float up and down in the housing.

Thank you!  (I replied earlier but I believe it went as a private message rather than to this post as I intended).

This is hugely helpful – it looks like the green wire was in fact a replacement in the car's life.  As a ground, I understand that the wire should be brown.  I've gone through the wiring diagram, and it doesn't provide information about the ground wire (just that there is one).  We need to get a replacement.  Can you advise on  the gauge and related measurements that we need to get?

Also, I learned that the mystery relay is for the fuel pump.
