Have I ruined my shell?

Hi everyone,

I got my shell stripped a couple of years ago in anticipation of doing some much needed welding and rusty repair.
Then my child was born and I haven't had a chance to work on it in 2 years.
I had a look at it today and there's horrible looking rust coming out of all the seams. I'll attach some photos.

Should I give up it or is it salvageable? Any advice would greatly appreciated.

I think i would get a wire brush in a drill and try cleaning a couple of small areas to see if the rust will come of or if its ingrained right into the metal,  them make a decision..

It looks quite ingrained to me.
