I don't have a clue on.
I would test the brown/white with a meter to ground to see if it is a power or ground.
What do Divorces, Great Coffee, and Car Electrics all have in common?
They all start with GOOD Grounds.

I wonder if the black wire with the DIY crimp on it is an earth that someone has taken off the fuel pump earth (brown wire) to fix a problem elsewhere. Can you trace it and see where it goes?

red/w and the Brown go to the pump… The brown/white

UPDATE: when I got home and followed the black wire to my fuse box and saw this
This is scary cuz that is my turn signal fuse I do believe (also the fuses are OLD ones and I'm going to replace all of them) what's even scarier is the 15amp fuse was almost melted off as seen in this picture
Any ideas on why that is? Maybe for a power source? I just don't see why -_-

Has it done any damage to the fuse box?
I would connect the two original wires to the pump and start diagnosing any faults from there.
Keep us posted.

It is also a good thing to reseat the fuses occasionally, that is remove them and reseat them in the same socket. It cleans the contacts and prevents heat corrosion.
Gotta love the Previous owners hack jobs.
POS previous owners Suckage.
But not me as I usually oem fix'em.
