Engine revs when idling

Settling In
When the engine is warm and I'm idling, the engine revs subtly. It sounds like I'm rhythmically tapping the throttle.
I have a 1981 diesel rabbit pickup. It seems to run smoothly when I'm driving around. But when I'm stopped and the engine is idling, I hear it rev slightly, and repeatedly. It sounds as if I were tapping the throttle every 2 seconds. I don't hear any irregularity while driving around. What's going on?

That sounds like a good place to start. Is it normal that it would only be noticeable while idling?
