Top one has a rev limiter built into it.
Both will work in a VW, later cars with fuel injection have a rev limiter in the fuel pump relay so use the bottom rotor arm and early car use the top rotor arm.
You can run without a rev limiter just don't go into the red on the rev counter but to be honest no real point getting that close to the red as the power drops off that high up the rev range.

Distributor rotor
One has a rev limiter the other doesn'ti originally had the top one then changed it and new was bottom one. Makes no difference to running unless u live on the limiter. Think top one cuts in around 7500-8k rpm to save engine

thanks guys, now its clear yesterday i boughted older version of rotor, soon i will ty it on driving,
