No, early gti's used a different style alloy wheel.

ET45 on GTI's ans ET38 on mk1 'Rocco's.

just googled & they are on early GTI's too… perhaps a US / Euro spec difference?? or just choice of rims??

No, swallows were all on steel wheels.
My 74 came on 13x5 like the steelies at the top of the thread.
They also came in 4.5,5 and 5.5 I think, model/year dependant.
