An engine is most efficient at a given constant cruising speed. Braking converts forward motion (supplied by the engine) to heat from the brakes which means you're wasting the energy from the engine. You then have to accelerate up to cruising speed again further reducing the fuel efficiency.
This was taught during driver training at the last company I worked for.
