Can you imagine the uproar if they try and do this? 8O I can't imagine how many thousands of people have older & classic cars that would rebel - is downing street big enough to take all of em?

I think everyone has to face up to the fact that with tightening enviro legislation at some point some classics will not be able to pass emissions test without significant modification. I disagree as strongly as most of you on this, but people should be looking to the future and ways round this.
Personally I think the way to go is engine transplants into classics. Similar to the way people are already fitting modern Zetec engines to older classic Fords or the newer Nissan diesel engines fitted into refurbed Routemaster buses.
The certification for working on cars things would worry me more, although I think enforcing it would be impossible.
If legislation like this does come in, then rather than the doom and gloom forcast for the restoration industry I think you may find a mini-boom for the savvy restorers, converting / modifying classics to get round the legislation.
Doesn't bode well for future classic car values though - all the more reason to stick with affordable classics like the Mk1 golf.

Does that mean we'll have to start fitting mk5 GTI engines in our mk1s  . Agree with you Chris that this things are often blown way out of proportion like straight bananas, dangerous dogs etc without much hard facts. However, we should all keep our eye on the ball as this is the way governments are moving.
Practical Classics did an amusing piece last month on where the mag will be in 50 years time. They envisaged classics cars owners clubbing together to buy up islands to live on free from car legislation

"that every vehicle even if it is a box of bits should be subject to a possesion tax" - this was a registration tax idea, proposed by the DVLA, but the proposal was recently dropped after very negative feedback.
"vehicles of a certain age to be compulsory scrapped" - would never happen - what about the compensation which would have to be paid to owners of ?500,000 1930's Bugatti's etc? Not to mention the loss of social history - what would be next - demolish all old (listed) buildings?
This is mostly hype, similar to the "warnings" that go around about dangerous test calls on your mobile phone, but some of the items really have been proposed by the DVLA and, although the reaction was very negative, so nothing (as far as I know) is still likely to happen, we (as older car owners) must remain very vigilant

I saw something like this almost 10 years ago going round the classic and custom car circuit……………….. there are just too many people in the uk that own classics and customs and many of these people are politicians…. think about it what about somewhere like beaulieu with all those cars….
