There are probably 2 reasons,
1. faulty warm up regulator
2. worn idle screw
The warm up regulator does exactly that, regulates the engine while it is warming up. Mine wouldn't tick over when warming up and a replacement solved the problem.
The 1100rpm could be down to a worn idle screw at the back of the throttle housing under the scuttle panel. I have had problems getting the revs to sit at the recommended 950rpm for 3 years. The problem was solved by replacing the screw that has a rubber washer sunk into it & that tightens in the housing and holds the revs accurately. The part only cost ?10 but it was worth every penny!!
Maybe that helps?

Only way I know of is to substitute with a known good one.
Mine had a simelar problem recently, found it to be a mixture of the timing being out, and the fuel mixture being set wrong. Both easily sorted, and car runs wonderfully now.
