Fuel Filler Neck Question...

Fuel overflows and spills out when I fill car right up with petrol
When I fill my car right up with petrol, instead of getting a click and the pump stopping, it just carries on coming and spills out all over my shoes!!
Does anyone know why this is happening?? Could it be that the previous owner replaced fuel filler neck, or any other part, and maybe used wrong one??
Would appreciate any help.

Thanks for comments so far. It's happened twice, definitely at two different petrol stations… so cant be pump. Second time it happened, I was even being extra careful but it still got me lol. Handle doesnt click at all beforehand.
I stand corrected then. Get underneath and see if everything is where is should be and that there is no blockages or kinking. How old is the filler neck?
