Fuel filler neck breather pipe

Replaced my rotten filler neck today and on the old and new pipe there is a breather pipe at the top of the neck but the exit hole is blocked with a plate.

My breather pipe fits on the neck but is very loose.Should this matter.

If the blanked off bit on the neck was open on the old one then saw the end off or drill it open to open it up. Make sure bits of swarf dont enter the tank though. And use a jubilee clip to clamp the breather pipe on there tight.
I know from experience that some after market fuel tanks and necks have slightly different lengths and diameters of pipes on them to the originals. If the part's been very badly made and not really up to the job then take it back and buy elsewhere.
