headlight flash/main beam

hi wondered before i dismantle my steering column if anyone can help….when the lights are on , on my 89 golf cab the headlight beam/main beam switch works fine , when lights are off , headlights wont flash ..eg to give way etc ….any help please

 Its the only thing that switches them on and off . Stalk faulty .
