fog lights

hi folks i will try to explain the best i can so here goes..
i had my golf mot a couple of years ago and it failed on a rear fog light,
so i do the usually checks fuse,bulb still no go.
the garage said they will sort it which they did went out in her at night which i never normal do.
but my lights on and i found that main light were on and my front fogs as well and my fog light switch was off.and my main beam was off.
is this normal to have all front lights on i'am shaw it is'nt ????????????????????????????..
the garage said it was the switch prob as the light on the switch was no workin.
i've looked around to see if they by passed it some way and i have'nt found any thing..
is this true????????
so i've ordered  a new switch to find out if it is the switch..
