Do we know if anyone has successfully imported a late 2000s Citi Golf to the UK before? In principle this might sound like an attractive proposition.

It would be necessary to prove the vehicle meets numerous European environmental, safety and security standards relevant to the year of manufacture and to arrange a detailed inspection by DVSA as part of an Individual Vehicle Approval application. I'm guessing it  would require some prior modification, at least to lighting.

Given the design heritage of the Citi Golf, proving and/or ensuring compliance with all the standards applicable to the late 2000s might be difficult. The Bristol-based Mexican Beetle importers Beetles UK publicised plans to import new Citi Golfs from South Africa, following the end of Mexican Beetle production in 2003. This never materialised, and I wonder whether they struggled to gain Individual Approval. Either that, or demand at the time simply wasn't there, leading them to focus on continuing to import the Brazilian Type 2 through their "Danbury" arm instead.
