Steering Wheel Alignment

Recently bought an 83 Gti. The steering wheel sits a few degrees away from being straight. The car pulls fine in a staight line and doesn't pull left or right. So I beleive the tracking etc to be ok. I have taken the steering wheel off and moved it to the next spline position but this makes the steering wheel sit off slightly in the other direction.  It's doing my head in driving down the road with the steering wheel at a slight angle!! How do I correct this to bring it back dead centre??? 

if its between splines on the column then all you can do is adjust the rack to sort it. possible the rack isnt central or the left track rod isnt set to the factory measurement
