to create a car even as close to as good to that would cost you more than that in time and money and still probably not be as good.

I am surprised however how obssessed some people are about the miles of a car? surely if a car has had an extensive restoration including engine, suspension, brakes, no rust etc then miles would become less important?
I'd rather a Mk1 GTi with some miles, FSH, regular oil changes, rebuild and a caring and knowledgeable owner rather than a very low mile car that would have only ever done very short trips and rarely had a chance to warm up/cool down properly leading to arguably higher wear for engine/seals/bushes.
That Helios blue one looks great, and thats the main advantage of low miles; less wear on seats/trim and not so dinged/faded bodywork. The condition of all the rubber components, seals, crank, shells, pistons, bores etc is less certain. I reckon that car would have been started once every couple of weeks and taken on a small yourney before being tucked back up in its garage. This is the worst thing you can do to an older car as it effectivly means you are running the car with no oil in it as there is never time for it to circulate properly.
That MK1 is still the mutts though, but i'd budget for a rubber bush and seal replacement session as well as a change of some engine internals which could add up to ?2k+ extra.
