front bumper skin

Is it possible to get just the front bumper skin - for the large black bumper of a Campaign? I was told that I can only get the whole unit now - skin and reinforcing bar.
Does anyone know?

You may be lucky and find a VW Dealer with one , some one posted on here a while ago about fitting one and found it quite easy . His came from a main dealer  and was a caddy [pick up] part number

Dealers here don't carry such parts, not for such old cars anyway. There has been significant change in dealerships here since the 70s/80s and the current VW dealers weren't so in those days, so parts come in from Germany. The front bumper is expensive, and I was clutching at straws of how to make it a cheaper repair.
